It means you have another exclusive TV deal and your show has a title fight which is the minimum requirement for that other deal 

E.g you might have 2 TV deals in one country. One exclusive which requires a min national title, and one non exclusive which requires a min regional title.

Due to the exclusive TV deal, that broadcaster won't allow you to televise a national title fight on the other TV deal.
