For some reason, I’m unable to send my scouts out on assignments. The system allows me to create the scouting assignment then I click confirm and it doesn’t state scouting, it allows me to redo my assignment.

Hi 

the issue appears to be that your scout had an incomplete assignment with a now non-player promotion "International Association of Boxing".

i have now ended that assignment, so you should be able to create a new one now
